Selling into Iraq

Iraq is the largest market for Turkish furniture, and by a clear margin. The Ministry of Trade puts 2025 exports at $661m, 14% of the national total, up 11% on 2024 — the only one of the top three that grew. Iraq is also the second largest destination for Turkish road freight of any kind, at $10.4bn in 2025.

The route is a lorry. Türkiye has two road gates to Iraq, Habur and Üzümlü. Habur sits 17 km from Silopi in Şırnak and has run 24 hours a day since 10 July 2003; the customs directorate there has handled transit procedures only since 1 January 2007, and has worked through the NCTS common transit system since December 2011. In 2025 Habur carried 879,343 export vehicle movements, second in the country to Kapıkule. The Kalkınma Yolu, or Development Road, is the long-term change: about 1,176 km of railway and 1,190 km of motorway running from the Grand Faw Port on the Gulf to the Turkish border, announced in the Ankara Declaration of March 2023, with a joint cooperation memorandum signed by Türkiye, Iraq, the UAE and Qatar on 22 April 2024. Construction is planned for 2025–2029 and operation for 2030.

Price the duty before you sign. From 1 January 2026 Iraq applies a new customs tariff schedule under Council of Ministers Decision 957 of 2025, with four rates — 5%, 10%, 15% and 30% — which the Ministry of Trade describes as a serious increase on what came before. Duty is not worked out from your invoice. Every tariff line carries a reference unit value, and the sum is unit of measure × reference unit value × (rate + any additional protective duty). Container charges of 500,000 dinars for a 20 ft and 1,000,000 dinars for a 40 ft sit on top. A landed cost built from the commercial invoice will not match what is collected.

The paperwork is where this lane fails. Certificates of origin and invoices have to be legalised; if they are not, customs takes a 500,000 dinar guarantee and keeps it if legalisation is not produced within three months. US government guidance adds that documents need actual signatures, because Iraqi customs does not recognise digital ones. On conformity, everything imported must meet the standards set by COSQC and can be refused at the gate, but the compulsory pre-shipment Certificate of Conformity covers five groups — foodstuffs, chemicals, engineering products, textiles and construction materials — and furniture is not one of them. Anyone told a furniture consignment needs an Iraqi certificate of conformity should ask which group it falls in. Finally, the federal government and the Kurdistan Region run different tariffs, different authorised inspection bodies and, on some goods, different duties at İbrahim Halil/Habur than at other Iraqi gates; conformity documents issued in the Region are often not accepted when goods move into federal customs territory, and samples are taken and sent to Baghdad. A price quoted delivered Erbil is not a price quoted delivered Baghdad.
