Selling into Kosovo

Kosovo is not in the Ministry of Trade’s top-25 furniture table, but the ministry’s country profile prints the trade from TÜİK data. Türkiye’s exports to Kosovo were $928m in 2025, up 12% on the year, and other furniture and parts (HS 9403) accounted for $13.6m of that, down 4.3%.

The Türkiye–Kosovo free trade agreement was signed on 27 September 2013 and entered into force on 1 September 2019. Türkiye had already exempted Kosovo’s industrial goods from duty since 2008; Kosovo agreed to phase out its duties on Turkish industrial goods. The schedule is in Annex II.2 of the agreement. Seating (9401) and other furniture (9403) lines sit in category 6 or category 8 — removed in six or eight equal stages, the first on entry into force and each later one on 1 January. On that timetable the last category 8 stage fell on 1 January 2026. Kosovo customs’ own tariff shows a separate TR rate column for Turkish-origin goods; the ministry notes that Kosovo applies 10% as a rule to goods from countries it has no agreement with.

The preference needs proof of origin. Under the agreement’s origin annex that is a EUR.1 movement certificate issued by customs, or an invoice declaration — which an approved exporter can make out for any value, and any exporter for a consignment of originating goods worth no more than EUR 6,000. The same annex lets a Turkish factory use materials from the EU, EFTA or the countries in the EU’s Stabilisation and Association process in chapters 25 to 97 and still ship Turkish-origin goods, provided the work done in Türkiye goes beyond minimal operations. At the border, VAT is 18% (8% on basic goods), and the product must carry a label in Kosovo’s official language, which can be a sticker on the item.
