Selling into Libya

Libya took $136m of Turkish furniture in 2025, 3% of the total and 3% below 2024. The demand behind it is reconstruction rather than retail: the Ministry of Trade records more than $100bn of projects begun before 2011, a significant part of which stopped after that year, and a long Turkish contracting presence in the country. It is a market where the order is usually a fit-out package attached to a building, not a container of stock.

Everything moves by sea. Libya has roughly 1,800 km of Mediterranean coast and its main ports are Tripoli, Misrata, Benghazi and Tobruk; the Misrata Free Zone has its own port and works as a logistics centre, including for transit towards sub-Saharan Africa. Sea container transport is still the usual method on the Türkiye–Libya lane. The named problems are long inspection and customs procedures at the ports, differences in practice arising from the east–west administrative split, and security and operational uncertainty.

Money decides whether the order happens at all. Duty is straightforward — a single rate of 5% applies to most imports, and the old 15–50% production and service taxes on imports were removed. Payment is not. A letter of credit approved by the Central Bank of Libya is the basic method; goods cannot be cleared outside the banking route, which makes the letter of credit compulsory in practice, and documentary collection is largely restricted. The recorded difficulties are delays in the foreign-currency allocation, operational mismatches between banks, long document procedures, and unpredictability in opening and paying the credit. The gap between the official and the parallel exchange rate is why Libyan importers prefer a letter of credit in the first place.

Two document rules follow from that. Central Bank of Libya Resolution No. 96/2015 of 30 April 2015 makes a pre-shipment Certificate of Inspection compulsory for goods imported under a letter of credit, and without it the credit cannot be paid; the Central Bank’s 2017 list of firms permitted to carry out that inspection was Lloyd’s Register, Bureau Veritas, DNV-GL, GQS and GITO. On labels, Arabic is the basic requirement for consumer products, while English labelling is generally accepted on industrial goods and intermediate products. On packing, summer heat and storage conditions make heat-resistant packaging worth specifying, buyer details and the destination port should be marked clearly on cartons and containers, and the numbering should match the packing list — which sounds obvious until a part-delivered fit-out has to be reconciled at a port.
