Selling into Morocco

Morocco took $92m of Turkish furniture in 2025, level with 2024 and up from $85m in 2022, which makes it the thirteenth largest market on the Ministry of Trade’s figures. Other furniture and parts (HS 9403) accounted for $42.6m of it, out of $4.33bn of Turkish exports to Morocco in all, a total that rose 26% on the year.

The free trade agreement was signed on 7 April 2004 and entered into force on 1 January 2006, and by 2016 both sides had removed duties on industrial goods, with exceptions. An amending agreement in force since 28 April 2022 brought back duty at 90% of Morocco’s MFN rate on the goods in its Annex I for five years from 2 May 2022, extendable once by five more; the ministry describes Annex I as mainly textiles and clothing, with rebar and wire rod, some car parts, some footwear and some refrigerators. Morocco’s tariff lines do not always match Türkiye’s one for one, so the ministry advises having the Moroccan importer confirm the rate. On origin, the agreement moved to the revised Pan-Euro-Mediterranean rules at the start of 2026, and a Moroccan customs circular of 10 February 2026 confirmed that EUR.1 certificates and origin declarations from Türkiye do not need to carry the words “REVISED RULES”.

Zero duty is not zero tax. Morocco charges VAT at 20%, a special tax of 0.25%, and a forest tax on wood products: since 1 January 2026 a single rate of 6% applies to all wood and wood products in chapters 44 and 94, after the 2025 finance law had already cut the rate on wooden furniture in chapter 94 from 12% to 6%. Imports also need an import commitment lodged with a bank and processed through the PortNet platform.

Furniture is on Morocco’s conformity list. The Moroccan industry ministry’s list of products controlled on arrival, updated 20 February 2026, names office storage furniture, household and kitchen furniture, seats, and beds and mattresses. Those checks are carried out at the Moroccan border by SGS, Bureau Veritas, TÜV Rheinland, Applus Fomento and Intertek, and since 15 January 2025 the certificate application is made by the importer established in Morocco through PortNet. Labels need an Arabic version; French may be added. Exporters shipping to Morocco for the first time can expect extra checks and laboratory tests.
