Selling into Saudi Arabia

Saudi Arabia took $95m of Turkish furniture in 2025 on the Ministry of Trade’s figures, 2% of the total and 14% below 2024’s $110m. The longer run is the other way: the same table has $39m for 2022. Other furniture and parts (HS 9403) made up $64.6m of the 2025 figure, out of $3.81bn of Turkish exports to the kingdom in all.

There is no free trade agreement between Türkiye and Saudi Arabia; the kingdom is not on the ministry’s list of agreements in force. As a member of the Gulf customs union it applies the common external tariff of 5% to most goods from outside the GCC, but it has raised duties to as much as 25% on goods that compete with local production, and the ministry’s own advice is to check the exact line in ZATCA’s online tariff search. VAT is 15%, charged on the CIF value plus duty.

The rule to plan around is SABER. Every product meant for consumers, other than food, cosmetics, medicines and medical devices, has to be registered on SABER, and registration is the Saudi importer’s obligation. Products covered by a technical regulation also need a certificate of conformity from an accredited body, uploaded straight to SABER. Goods imported for a project and not sold wholesale or retail can be registered without one, so a hotel fit-out and a retail order can face different paperwork for the same chair. Labels follow the SASO standard where there is one; otherwise Arabic or English is accepted, warnings and safety instructions must be in Arabic or Arabic and English, and the country of origin must be marked permanently. Dual-origin wording such as “Designed in X, Made in Y” is not accepted.

On the route, Ro-Ro sailings from İstanbul and Mersin to Jeddah ran in 2025. The ministry’s May 2026 logistics report, written during the disruption around the Strait of Hormuz, names the Red Sea ports of Jeddah and Yanbu as the entry point for Saudi Arabia, with a long road leg for final delivery as the cost.
