Selling into the United Kingdom

The UK took $161m of Turkish furniture in 2025 on the Ministry of Trade’s figures, 4% of the national total and 5% below 2024, against a total that was broadly flat. It is also a two-way lane: Türkiye imported $32m of furniture from the UK in the same year. Goods travel by road through the EU or by container; the UK was the tenth largest destination for Turkish road freight of all kinds in 2025.

The customs paperwork is not the EU’s, and that is the first thing to get right. Britain is outside the EU–Türkiye customs union, so an A.TR does nothing here. Preferential rates come from the UK–Türkiye agreement and are claimed with a statement on origin: on a UK declaration that is code U110 for a single shipment or U111 for a statement covering multiple shipments, in place of the old EUR1 and A.TR. EU materials or processing may be used in exports from Türkiye to the UK and still qualify, provided the working goes beyond minimal operations, and Turkish exporters do not need a REX number under this agreement. An enhanced agreement is being negotiated: the fifth round ran in Ankara from 15 to 23 June 2026, eleven chapters are closed, and a sixth round is expected in the autumn.

The rule that actually stops shipments is fire. The Furniture and Furnishings (Fire) (Safety) Regulations 1988 test the materials, not a certificate: Schedule 4 is the cigarette test, Schedule 5 the match test, Schedule 7 the permanent labelling requirements. They apply to furniture "ordinarily intended for private use in a dwelling", which the regulations define to include beds and divans with their bases and headboards, sofa-beds, cushions, mattresses of any size and pillows. They were amended with effect from 30 October 2025: SI 2025/531 took named baby and children’s products out of scope, removed the display label altogether, and extended the time limit for bringing proceedings from six months to twelve. The permanent label stayed.

For hotel and contract work, check which regime your order sits in before the specification is fixed. The 1988 regulations are written around furniture of a domestic type; a hotel’s own duty runs separately under the Regulatory Reform (Fire Safety) Order 2005, where the responsible person for the premises must carry out a fire risk assessment and take general fire precautions. In practice the ignition source the seating has to pass is set by the specification, not by the import rules, and that belongs in the purchase order in writing. The failure to plan for is an order placed with a factory that has only ever made to domestic requirements, against a contract specification nobody named.
