Selling into the United States

The United States took $280m of Turkish furniture in 2025, 6% of the total and level with 2024, which makes it the third largest market. It is the one market on this list where the tariff, not the freight and not the paperwork, is the first question — and it is also the one with the most product rules that a supplier has probably never been asked about.

On the tariff, we keep a separate page rather than summarise it here: Section 232 duties on upholstered wooden products and on kitchen cabinets and vanities, the rates in force and the step scheduled for 1 January 2027, are at us tariffs section 232. The duty is paid by the importer of record at entry. Nothing about it asks the Turkish factory for a document.

Three federal rules do ask for something, and they land on three different people. Formaldehyde: under TSCA Title VI, 40 CFR Part 770, composite wood products made in or imported into the United States after 22 March 2019 must be certified and labelled as TSCA Title VI compliant by an EPA-recognised third-party certifier, and can no longer rely on CARB reciprocity under 40 CFR 770.15(e). Flammability: 16 CFR Part 1640 has applied since 25 June 2021 to all upholstered furniture manufactured, imported or reupholstered on or after that date, and requires compliance with California Technical Bulletin 117-2013; from 25 June 2022 a permanent label must carry the words "Complies with U.S. CPSC requirements for upholstered furniture flammability". Wood legality: a Lacey Act plant declaration is filed at entry, APHIS implemented Phase VII on 1 December 2024 extending declarations to all remaining plant-product tariff codes that are not 100% composite material, and since 1 January 2026 APHIS no longer accepts paper PPQ 505 or 505B forms — filing is through CBP’s ACE or APHIS’s LAWGS.

The practical failure on this lane is sequencing. The panel certification has to exist before the furniture is built, the flammability label has to be on the product when it is made, and the declaration is filed electronically by the importer at entry using information only the supplier holds. A factory that has shipped to Europe for years will have none of this in place, because none of it is what Europe asks for. Settle three things in the order: who supplies the panel certification, who prints the label and in what words, and who provides the information the declaration needs.
