UK furniture fire safety: the cigarette test and the match test

The UK is the one European market with its own ignition tests for upholstered furniture, and they are written into the regulations rather than left to a standard. Upholstery must pass a cigarette test; a cover must pass a match test. A Turkish factory can meet both, and routinely does — but only if the order says so before the fabric is bought, because the test is on the composite, not on the finished chair.

What the regulations actually say

No furniture may include upholstery which does not pass the cigarette test in Part I of Schedule 4. Where filling material is supplied with a cover on it, any visible part of the cover must pass the match test in Part I of Schedule 5, and any invisible part must pass the match test in Part III of that Schedule. The tests simulate two ignition sources: a smouldering cigarette, and a small flame.

The duty lands on whoever supplies the furniture in the UK. For an import that is the UK importer, which is why this belongs in your purchase order rather than in a hopeful email after the container is loaded.

What the 2025 amendment changed

The display label going is not the permanent label going, and it is not the testing going. The tests in Schedules 4 and 5 are what a buyer contracts for.

What to ask a Turkish supplier for

A firm that has shipped upholstery to the UK before will have most of this on file. The index holds 1,221 firms exporting to the United Kingdom, and 398 of them also sell into the United States, where the tariff position is the live question instead.

Firms in the index that sell into the UK. Being listed says nothing about whether any of them has tested to Schedule 4 or 5 — that is the question this page exists to get asked.

  1. The Furniture and Furnishings (Fire) (Safety) Regulations 1988, as in force 30 October 2025 The two tests, in the regulations’ own words: no furniture “shall include upholstery which does not pass the cigarette test in Part I of Schedule 4”, and a cover’s visible part “shall pass the match test in Part I of Schedule 5” with invisible parts under Part III.
  2. The Furniture and Furnishings (Fire) (Safety) (Amendment) Regulations 2025 The 2025 amendment: it narrows the definition of furniture for certain baby and young-children products, removes the display-label requirement at point of sale, and extends the time limit for proceedings from six months to twelve.
